Les Miles and LSU agree to raise, extension

Les Miles has a new seven-year contract at LSU that also will result in a pay raise for one of the most successful coaches in the history of the Tigers' football program.

"I'm an LSU head coach and will be an LSU head coach for as long as I can be," Miles said Wednesday. "Hopefully we'll look up seven years from now and I'll be looking for another seven-year extension."

The new contract runs through 2019, which amounts to a two-year extension. LSU athletic director Joe Alleva said financial details were still being worked out and will be released after LSU plays in a still-undecided bowl game to close out this season.

A person familiar with the contract said that Miles' new annual pay would be in the range of $4.3 million. The person spoke to The Associated Press on condition of anonymity because financial details of Miles' deal were not released.

Miles' previous contract paid about $3.75 million annually through 2017. He has not received a raise since 2008, after LSU's last national title, though he has since received an extension and raises for assistants.

"Les Miles is one of the premier coaches in the country and has LSU in contention for championships year in and year out," Alleva said.

Miles is 85-20 at LSU since arriving in 2005, with one national title in the 2007 season and two BCS championship appearances. LSU's victory over Arkansas last Friday clinched Miles' fifth 10-win season with the Tigers.

"The coaching business is a competitive one and it is important to compensate our coach for his accomplishments and his worth," Alleva said. Miles "has continued to keep LSU on the national stage."

Miles said representatives from Arkansas had reached out to him in a preliminary way, but he also said reports of a five-year, $27.5 million offer to take over the Razorbacks was "not true."

"I can tell you that this Miles family is awfully comfortable in southern Louisiana," Miles said. "I think home is what we'd call this place."

Alleva said LSU already planned to offer Miles an enhanced contract after this season, but decided to close the deal now to snuff out speculation that Miles could be lured elsewhere.

"Speculation about other job opportunities accelerated our process a little," Alleva said. "I think we have accomplished the important step of securing Les Miles as our head coach for the long-term good of the program."

Satellites show more activity at North Korean missile site

The imagery was released days after a Japanese newspaper,?the Asahi Shimbun, reported that?U.S. intelligence?analysts had detected moves that were seen as preparation by?North Korea?for a long-range missile launch as early as this month.

DigitalGlobe, which provides commercial satellite imagery to the?U.S. government?and foreign governments, on Monday released a new image that it said showed increased activity at North Korea's Sohae (West Sea)?Satellite Launch Station.

It said the imagery showed more people, trucks and other equipment at the site, a level of activity that was consistent with preparations seen before?North Korea's failed April 13 rocket launch.

"Given the observed level of activity noted of a new tent, trucks, people and numerous portable fuel/oxidizer tanks, should?North Korea?desire, it could possibly conduct its fifth satellite launch event during the next three weeks,"?DigitalGlobe?said in a statement accompanying the image.

A?Pentagon?spokeswoman declined to comment on the reported satellite images, but said the Defense Department's position on?North Korea's missile development efforts had not changed.

Cyber Monday: More firms say its OK to shop at work

Cyber Monday, the busiest online shopping day of the year, is likely to lure many workers to go online in search of Cyber Monday deals. This year, only a third of companies are blocking access to online shopping sites, according to a recent survey.

But increasingly, businesses are starting to see online shopping as a boon to productivity, rather than a drain. As employees return to work on Cyber Monday, the biggest online shopping day of the year, they may well take advantage of the new leniency.

US companies are becoming much more tolerant when it comes to their employees shopping online at work. Last year, 60 percent of companies blocked employee access to online shopping sites, according to a blind survey of 1,400 chief information officers from a wide range of US firms. This year, only 33 percent of them blocked access.

"It's way down from last year," says John Reed, of Robert Half Technology, a technology firm based in Menlo Park, Calif., which conducted the survey. "Companies are allowing a little more freedom, but making sure people aren't abusing [the privilege]."

Why the shift? For one thing, online shopping is becoming the norm, especially during the busy holiday months. Online spending during November and December is expected to increase 12 percent over 2011, to an estimated $96 billion total, according to the National Retail Federation. Last year, more than half of shoppers who had online access at work shopped online during their lunch breaks or after hours, according to the federation.

Employers "are looking at it from a realistic perspective," Mr. Reed says. "Even if we have a policy saying we don't want you to do this, employees will find a way. Let's at least acknowledge it and put some parameters in place."

What's more, he says, businesses are starting to see online shopping, which takes a fraction of the time it takes to go to a store, as a way to improve efficiency. "Because it's a busy time of year, enabling people to do a little shopping on a break allows them to not waste time by going to a mall, finding a parking place, [and] coming back."

"With my staff, if they need to take a break for 10 or 15 minutes online shopping I have no problem with that," says Susan Roche, an applications development manager at Watson Realty's office in Jacksonville, Fla. "I trust their integrity and professionalism."

New York Reassessing Building Code to Limit Storm Damage

In the countdown to Hurricane Sandy last month, construction workers on a teeming pier in Sunset Park, Brooklyn, rushed to strap down materials and move forklifts and excavators into half-built structures to shield them from the tempest to come.

But the real storm preparations had been accomplished six years earlier, when Sims Metal Management approved a design for a state-of-the-art city recycling plant that is rising at the South Brooklyn Marine Terminal.

Reviewing projections for local sea-level rise, the company and its architects decided to elevate portions of the site to heights exceeding city requirements by four feet. Using recycled glass and crushed rock discarded from projects like the Second Avenue subway line, they raised the foundation for the plant?s four buildings and a dock.

The fill added $550,000 to the plant?s costs of around $100 million, said Thomas Outerbridge, Sims Metal?s general manager.

But it proved more than worth it. When a 12-foot storm surge swept through nearby streets and parking lots on Oct. 29, the plant?s dock and partly completed buildings did not flood.

?It paid for itself long before we expected it,? Mr. Outerbridge said. ?It was built with the idea that, over the next 40 years, this would prove a prudent thing ? and the proof came during construction.?

For years, experts have warned that New York City has failed to keep pace with the threats posed by sea-level rise along the 520-mile coastline of the city?s five boroughs. Builders that have taken steps on their own, like Sims Metal, have been relatively few.

But as city officials and real estate developers ponder a landscape of devastation from the South Street Seaport in Lower Manhattan to the Rockaways in Queens to Midland Beach on Staten Island, new flood protections for all building types suddenly seem inevitable, whether voluntary or mandated by new laws.

?Now there?s a different calculus,? the City Council speaker, Christine C. Quinn, said. ?You pay now or you pay more later.?

Last week, Mayor Michael R. Bloomberg and Ms. Quinn convened a new ?building resiliency? task force to study potential changes in the building code and to make recommendations by the summer. Ms. Quinn said she anticipated that the city would require retrofits to reinforce existing structures and more floodproofing for new projects.

The chairman of the task force, Russell Unger, is executive director of the Urban Green Council, which advises the city on sustainable building issues. He said the new group would need to address both direct impacts from the storm, like structure collapse and flooding, and secondary ones, like power losses from utility failures. Levels of protection will have to vary according to location, building use and other variables, he said.

Speaking of the different expectations for different buildings, for example, Mr. Unger said, ?we probably expect elevators at senior centers to work, no matter what happens.?

Some of the potential measures are relatively simple, like keeping sandbags handy and installing floodgates at building entrances. Others are more complicated, like relocating critical equipment like boilers above ground level or encasing them in watertight enclosures and rebuilding houses on concrete piles.

The storm?s aftermath also revealed a need for emergency generators to run at least one elevator in tall residential buildings and to pump water to high floors so the buildings remain habitable after a severe storm, some owners said.

Yet some builders say they have every incentive not to wait for government mandates and have taken some steps on their own.

At Queens West, the sprawling multiuse riverfront complex in Long Island City, Queens, the developer TF Cornerstone built higher over fill, eliminated basements, installed mechanical systems on the first and second floors and added floodgates at the entrances of five residential buildings, said Jon McMillan, the firm?s director of planning. He said the firm was acting on advice from Architectonica, a Miami firm that is familiar with the ravages of hurricanes.

During Hurricane Sandy, Mr. McMillan said, the water did not reach the lobby doors of the five buildings, which are all occupied, so the protections were not tested.

Still, such provisions might have made a big difference at another TF Cornerstone property, the 52-story luxury high-rise at 2 Gold Street in Lower Manhattan, he said. The flooding there knocked out the building?s electrical and mechanical systems, and residents of its 850 apartments have been told they cannot return home until March because the equipment, which corrodes with saltwater, has to be reordered and built.

?This is in the center of Lower Manhattan on the East Side, so we were not thinking about sea-level rise,? Mr. McMillan said of the building, completed in 2005.

TF Cornerstone is now planning to create watertight, submarine-like enclosures for the electrical room and other equipment at 2 Gold, he said. And the firm is considering placing all mechanical equipment above ground in a new Midtown project it envisions building on the Hudson.

Some in the real estate industry predict a new appeal for midrise buildings. Thomas Guss, a broker who caters to an international wealthy clientele, said interest in smaller luxury residential buildings like the 19-floor Centurion, a condominium at 33 West 56th Street designed by I. M. Pei, had doubled since the storm. He said potential buyers had told him they feared being trapped in their apartments with no lights or water, or having to climb 50 flights of stairs.

?Suddenly, people who wanted the 50th floor now want the 15th,? he said. ?People realize that when there?s no elevator, maybe the view is not as magical anymore.?

Some developers worry about losing rentable space above ground to mechanical equipment. Others are reluctant to forgo the aesthetics of ground-floor luxury retail stores. Still, that lesson has been well absorbed in flood-prone areas of New Orleans and Hamburg, Germany, where homes have been rebuilt on stilts and waterfronts raised.

Some architects and building experts say the city should widen its efforts to plant more wetlands and parks that can serve as natural buffers to floods. ?All the little blades of grass actually makes the flow of the water lower,? said Susannah C. Drake, associate director of the Cooper Union Institute for Sustainable Design and the principal architect at dlandstudio.

What does not seem to be getting consideration, at least for now, is banning development altogether in the city?s flood zones, humble or affluent.

?This is not a viable policy option in New York City, and to be honest, nor is it in any other major coastal city I?ve been working,? said Jeroen Aerts, a water risk expert from the Free University in Amsterdam who has been hired by the mayor?s office to assess flood protections. ?The stakes of developers and general economic activities in the waterfront are too high.?

In Mr. Aerts?s view, the most realistic options for New York are to build levees and surge barriers, and elevate and floodproof buildings.

Ms. Quinn, a likely candidate for mayor when Mr. Bloomberg?s term expires at the end of 2013, said changes in the building code were a far higher priority than rethinking zoning rules. But she said that nothing was off the table.

?I don?t think there?s anything that?s taboo to discuss at this point,? she said.

Hector Camacho Shot: Former Boxer 'Macho' Camacho Seriously Wounded In Shooting

SAN JUAN, Puerto Rico ? Former world boxing champion Hector "Macho" Camacho was shot in the face as he sat in a car outside the Puerto Rican capital Tuesday, and doctors said he was in serious condition but expected to survive.

Another man in the car, whose relationship to the 50-year-old Camacho wasn't immediately known, died in the attack in which at least one gunman opened fire on their vehicle in the city of Bayamon, according to a statement from police.

Camacho was rushed to Centro Medico, the trauma center in San Juan, where he was in critical but stable condition, Dr. Ernesto Torres, the hospital director, told reporters.

The bullet apparently struck him in the jaw but exited his head and lodged in his right shoulder and fractured two vertebrae, Torres said. The doctor said the boxer, who was trailed by drug and alcohol problems during a career that included some high-profile bouts, could be paralyzed from the shooting.

"Camacho's condition is extremely delicate," he told Telenoticias. "His physical condition will help him but we will see."

No arrests have been made in the shooting, police said.

Camacho representative Steve Tannenbaum said he was told by friends at the hospital that the boxer would make it.

"This guy is a cat with nine lives. He's been through so much," he said. "If anybody can pull through it will be him."

The fighter's last title bout came against then-welterweight champion Oscar De La Hoya in 1997, a loss by unanimous decision. Tannenbaum said he was going to fight two years ago in Denmark until his opponent pulled out and that they were looking at a possible bout in 2013.

"We were talking comeback even though he is 50," he said. "I felt he was capable of it."

Camacho was born in Bayamon, one of the cities that make up the San Juan metropolitan area. He won super lightweight, lightweight and junior welterweight world titles in the 1980s.

Camacho has fought other high-profile bouts in his career against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard. Camacho knocked out Leonard in 1997, ending what was that former champ's final comeback attempt.

Camacho has a career record of 79-5-3, with his most recent fight coming in 2009.

Drug, alcohol and other problems have trailed Camacho since the prime of his boxing career. He was sentenced in 2007 to seven years in prison for the burglary of a computer store in Mississippi. While arresting him on the burglary charge in January 2005, police also found the drug ecstasy.

A judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail, though, after violating that probation.

Twice his wife filed domestic abuse complaints against him, and she filed for divorce several years ago.

CHICAGO (WLS)- A former Lake Villa couple is suing Bank of America, claiming the bank wrongfully started foreclosure proceedings and locked them out of their home when the property was supposed to be up for a short sale.

Plaintiffs Kevin and Christine McKee filed the lawsuit in U.S. District Court Tuesday. They claim Bank of America had filed a foreclosure complaint against their former home in the 3700 block of North Columbus Avenue in Lake Villa, but that the bank agreed to a short sale of the property when they moved out in November 2010.

The couple and their teenage daughter moved to Florida, to seek medical treatment for Kevin McKee?s injuries from a car crash two years earlier, the suit said.

The McKees claim that while they were away, the bank went ahead with the foreclosure without notifying them, and sent a crew from Miken Construction to winterize the home and change the locks, according to the suit.

They only learned workers had been in their home after a neighbor called them saying people were inside their house, according to the McKees, who claim their house was supposed to be secured and shown by realtors.

Crews allegedly ripped out their new kitchen cabinets and took all of their personal belongings still inside the house ? among them family antiques, sensitive personal information, tax returns and baby pictures of their daughter.

Broncos to Honor Military, Wear All-Blue Unis

The Denver Broncos will wear their alternate all-blue (jersey and pants) uniforms when they take on the San Diego Chargers at Sports Authority Field @ Mile High this weekend. ?As part of the NFL?s Salute to Service campaign,?each player will also be?representing the military?branch of his choice with a decal of that branch?s logo on his helmet.

The team captains, including quarterback Peyton Manning, will have?camouflage?captain patches on their respective jerseys and the skill players will break out Nike?s camo Vapor Jet Gloves. ?When the team takes the field, they will be led by?25 soldiers from the 4th Infantry Division at Fort Carson Army Base.

Before kickoff, the team will honor the military with a patriotic pregame show. The team is asking fans to arrive early in order to sing the National Anthem together before the game.

At halftime, practice squad defensive lineman and Colorado Air National Guard?1st Lieutenant Ben Garland will?present a game ball to military members.

?That?s a huge honor,? Garland told the team?s official website. ??Any time you?re able to represent not only the country, but represent the Broncos in an event like that, it?s a huge honor for me.?

Kickoff is scheduled for 2:25 p.m. MT on Sunday afternoon and the game will be broadcast on CBS. ?Join us on game day as we cover the team?s first all-blue?appearance?of 2012 ? see you at kickoff!

New Android apps worth downloading: Call of Duty ELITE and YouTube updates, Waking Mars

Students that move from state to state because of poverty may not have had the same standards from another state there for it would not be fair to test them against students who have not.?

Obamacare will become reality: What does it mean for you?

Despite uncertainty surrounding the fiscal cliff and whether or not President Obama can make "compromise" a theme of his second term, one thing is for certain: the Affordable Care Act, widely referred to as "Obamacare" is going to take effect. The lion's share of the law is to be implemented on January 1, 2014. The major tenets that will impact Americans include the individual mandate and the pre-existing conditions clause that will not allow insurers to refuse coverage to anyone, even if they are in poor health.

What does this all mean for consumers and the broader health care industry? To answer that, Breakout welcomed Les Funtleyder, a healthcare strategist for nearly two decades and author of Healthcare Investing: Profiting from the New World of Pharma, Biotech, and Health Care Services. He admits that "the next 13 months are gonna be a flurry of activity" as states, insurers and the insured prepare for the law to be fully enacted. Still, he's not sure January 1, 2014 is a hard-and-fast date, citing a recent delay in the deadline for states to tell Washington, DC whether they want in on the federal plan or if they plan to handle it on the state level.

Under Obamacare, states have two key decisions to make: (1) Whether to create state-run exchanges where people can shop for and select their health insurance coverage from an online marketplace, and (2) Whether to expand Medicaid coverage for low-income Americans. So far 16 states and DC have decided to set up exchanges, nine decided against it, and the remaining are undecided according to the Associated Press.

"The fighting is far from over but there are very limited avenues for Congress, particularly the House, to make changes. They can delay, but I don't think they can delay infinitely," admits Funtleyder.Regardless, change is coming and the industry is getting ready. With more patients due to flood the system, Funtleyder believes hospitals and insurers alike will undoubtedly increase their marketing to attract new customers.

And once the law actually goes into effect it's the pre-existing conditions provision that has the potential to do a lot of damage to the consumer, according to Funtleyder. He says it is "likely insurance companies will raise premiums on everybody, given the mandate, to deal with the number of pre-existing conditions that come into the fold." And that is one of the many key criticisms of the plan: little to no direct cost-control.

As it stands, the bill has only one such feature; the Independent Payment Advisory Board, otherwise called by its acronym "IPAB" or more commonly the death panel. This provision puts 15 bureaucrats in charge of deciding where to cut costs and funding for certain health care services. Funtleyder says it's widely disliked on both sides of the political aisle, making it a reasonable assumption that the death panel could be repealed. If that happens, he argues there will be no mechanism at all to control costs.
