Canada orders US soldier who fled war deported

TORONTO (AP) - Canada has ordered the deportation of a female soldier who fled the U.S. military in order to avoid the war in Iraq, officials said Thursday.

War Resisters Support Campaign spokeswoman Michelle Robidoux said that Citizenship and Immigration Canada has ordered Kimberly Rivera to leave the country by Sept. 20.

Rivera is meeting with her lawyers to determine her next step and was unavailable to comment, said Robidoux.

"We are very upset about this decision," said Robidoux. "The cases of war resisters are not being looked at properly. (Immigration Minister Jason) Kenney continues to intervene by telling immigration officers to red flag US soldiers who are applying for asylum as criminally inadmissible. We think that has tainted the whole process and the government should withdraw that directive."

Robidoux said they will likely call on Kenney to grant the family humanitarian and compassionate consideration and allow them to stay.

"Canada's immigration system is considered among the most fair and generous in the world. It is a matter of public record that Ms. Rivera has had multiple opportunities to make her case to stay in Canada," said Kenney's spokeswoman, Alexis Pavlich.

Rivera, a 30-year-old Army private, served in Iraq in 2006. She said she became disillusioned with the mission. She crossed the border into Canada while on leave in February 2007, after she was ordered to serve another tour there.

After arriving in Canada on leave, she applied for refugee status.

She currently lives in Toronto with her husband and four children. Her two youngest children were born in Canada.

In January of 2009, Canada's Immigration and Refugee Board ordered her and her family to leave the country or face deportation. Rivera appealed that decision.

Rivera's lawyer, Alyssa Manning, has argued in Canada's federal court that her client would likely face a court martial and jail time, possibly up to five years, if she is deported.

The War Resisters Support Campaign, which notes that there are approximately 200 Iraq war resisters in Canada, said two other Iraq war resisters who were deported, Robin Long and Clifford Cornell, faced year-long jail sentences upon their return.

Long was given a dishonorable discharge in 2008 and sentenced to 15 months in a military prison after pleading guilty to charges of desertion.

The lower house of Canada's Parliament passed a nonbinding motion in 2009 urging that U.S. military deserters be allowed to stay in Canada, but the Conservative government ignored the vote.

During the Vietnam War, up to 90,000 Americans won refuge in Canada, most of them to avoid the military draft. Many were given permanent residence status that led to Canadian citizenship, but the majority went home after President Jimmy Carter granted amnesty in the late 1970s.

UN nuclear agency to circulate Iran report

VIENNA (AP) ? Diplomats say the U.N. nuclear agency is preparing to circulate a report that will detail Iran's progress in expanding atomic activities that could be used to make weapons.

The diplomats say the International Atomic Energy Agency report will be issued later Thursday for distribution among the IAEA's 35 board member nations.

They expect the report to say that Iran has installed hundreds of new machines to enrich uranium at an underground facility heavily fortified against aerial attack.

Enrichment can make both reactor fuel and the core of nuclear warheads, and the underground Fordo plant already has hundreds of centrifuges enriching to a level that is higher than needed for fuel and closer to what is needed to make weapons

Iran denies any interest in nuclear arms.

Israeli premier to address UN to condemn Iran

JERUSALEM (AP) ? Israeli Prime Minister Benjamin Netanyahu says he will address the United Nations General Assembly next month in order to condemn Iran.

In a statement from his office Thursday, Netanyahu said he has decided to attend the assembly to tell world nations that Iran is a "terrorist regime" which poses the greatest threat to world peace.

Netanyahu said he decided to address the U.N. because diplomats currently in in Tehran for a gathering were silent to what he described as Iran's hateful speech against Israel.

Iran's supreme leader Ali Khamenei told the non-aligned movement summit in Teheran that Israel commits crimes against Palestinians and that the international media is controlled by Zionists.

Representatives of 120 nations are attending the conference, seen by Iran and others as an alternative international forum.

Satellites See Isaac Make Landfall Over Louisiana

Hurricane Isaac made two landfalls late last night (Aug. 28) and in the wee hours of this morning, and NASA satellites caught the whole show from their perch in orbit.

Isaac made its first landfall over a small spit of land in Plaquemines Parish in southeast Louisiana at 7:45 p.m. EDT (1145 UTC) before re-emerging over water. It stalled over waters near the Louisiana coast for several hours before making its second landfall at 2:15 a.m. CDT (0715 UTC) just west of Port Fourchon.

The storm made landfall as a Category 1 hurricane with winds of 80 mph (130 kph). Isaac is still a hurricane and is maintaining its strength over the wetland-dominated terrain of southeastern Louisiana.

The National Oceanic and Atmospheric Administration's GOES-13 satellite spied the landfalls, and an animation made from its observations covers the period from Aug. 27 through early today (Aug. 29). A visible light image from the satellite spied the first landfall as sunlight was fading over the United States.

NASA's Tropical Rainfall Measuring Mission (TRMM) satellite captured a view of Isaac's rainfall rates on at 11:05 p.m. EDT yesterday, just 3 hours and 20 minutes after its first landfall in southeastern Louisiana. The heaviest rainfall rates, near 2 inches (50 millimeters) per hour surrounded the center of the storm, causing inland flooding on its slow crawl, according to a NASA statement.

Flooding is a big threat from Isaac because of its slow movement, and because it is drawing a lot of energy from the warm waters of the Gulf of Mexico, NASA said. ?Levees in Plaquemines Parish have been overtopped in some areas, though levees in New Orleans are holding and pumps are working.

Isolated tornadoes are also possible as Isaac continues moving inland, and a tornado watch has been put in place for some areas of Louisiana and Mississippi until 4 pm CDT.

Obama courts college students returning to campus

(AP) ? As college students return to campus, President Barack Obama's campaign will be there waiting for them.

Obama aides sees college campuses as fertile ground for registering and recruiting some of the more than 15 million young people who have become eligible to vote since the 2008 election. As Republicans hold their party convention in Florida this week, the president will make a personal appeal to college voters in three university towns: Ames, Iowa; Fort Collins, Colo.; and Charlottesville, Va.

Before departing on his two-day trip, Obama warned residents in the path of Tropical Storm Isaac to heed local officials.

"Now is not the time to tempt fate, now is not the time to dismiss official warnings," Obama said. "You need to take this seriously."

Administration and campaign officials were monitoring the storm as it barreled toward the Gulf Coast, but the president still planned to proceed with his travels.

Obama's victory four years ago was propelled in part by his overwhelming support among college-aged voters, and polls show him leading Republican rival Mitt Romney with that group in this year's race.

But the president faces an undeniable challenge as he seeks to convince young people that he is the right steward for the economy as they eye a shaky post-graduation job market.

Seeking to overcome that economic uncertainty, Obama's campus staffers and volunteers are touting the president's positions on social issues, like gay rights, that garner significant support among young people. Obama has stressed his effort to freeze the interest rates on new federal student loans, a pitch he personalizes by reminding voters that he and the first lady were once buried under a "mountain" of student loan debt after law school.

They also see a fresh opportunity to court students ? and their parents ? following Romney's pick of Paul Ryan as his running mate. Democrats say Ryan's budget would cut funding for Pell Grants, the federal need-based program for students, and Obama's campaign is running television advertisements in battleground states trying to link Romney to that plan.

Campaigning last week at Capital University in Ohio, Obama told students that Romney's economic plan "makes one thing clear: He does not think investing in your future is worth it. He doesn't think that's a good investment. I do."

Obama was scheduled to speak Tuesday at Iowa State University and Colorado State University. The University of Virginia rejected his campaign's request to hold an event on campus Wednesday, saying it would cause the cancellation or disruption of classes on the second day of the semester. The event was instead being held at an off-campus pavilion in Charlottesville.

Romney's campaign sees an opportunity to cut into the president's support among young people by pushing a three-pronged economic argument focusing on the nation's high unemployment rate, the soaring cost of college and the national debt.

"These kids haven't even entered the workforce and they already owe the government a bill for the debt Obama has rung up," said Joshua Baca, the Romney campaign's national coalitions director.

Obama campaign officials say the start of the new school year is a particularly crucial time to ramp up college registration and make sure those new voters get to the polls. In many of the battleground states, about 50 percent of the college students register to vote on campus after Labor Day, according to the campaign. And even those who are already registered may need to change their address or other personal details after moving to new dorms.

At the University of Dayton, Daniel Rajaiah encourages his fellow Democrats to carry voter registration forms to class, to parties and around campus in case they find someone who hasn't yet registered. Members of the College Democrats set up tables in the middle of campus a few days a week to catch students walking to class or to the cafeteria.

"Our game plan this fall is to hit voter registration very hard," said Rajaiah, who is president of the College Democrats of Ohio.

Obama's campaign said it registered 10,000 voters on college campuses in Ohio last week and signed up 300 new volunteers at colleges in Iowa.

Four years ago, Obama won two-thirds of the vote among 18- to 29-year-olds, compared with just 32 percent for his Republican opponent, Sen. John McCain, according to exit polls.

An Associated Press-GfK poll released last week showed Obama again holding a broad advantage among younger voters, with 54 percent of registered voters under 35 saying they would vote for Obama and 38 percent backing Romney.

Stephen Hawking to help open 'inspirational' Paralympics

A spectacular opening ceremony starring acclaimed British scientist Stephen Hawking was set to ring in the biggest ever Paralympic Games on Wednesday, aiming to transform ideas about disability and champion the human spirit.

Hawking, author of the best-selling "A Brief History of Time" and described by organisers as "the most famous disabled person anywhere in the world", will make a rare public appearance to narrate parts of the ceremony at the Olympic Stadium.

Organisers said Hawking, who has motor neurone disease and has been paralysed for most of his life, would guide a central character on a journey of discovery in a story inspired by William Shakespeare's "The Tempest".

"What came through to us was the humanity and humour of Professor Hawking," said Bradley Hemmings, the ceremony's co-artistic director.

"He's a fun guy."

Hawking, who speaks using a voice synthesiser, will deliver a series of messages about "the origins of the universe and how humanity has tried to understand how everything is ordered," Hemming's co-director Jenny Sealey said.

The ceremony, involving 3,000 performers, many of them with disabilities, brings the curtain up on the highest-profile Paralympic Games in the event's 52-year history.

South Africa's Oscar Pistorius, who made became the first double-amputee to run in the Olympics this month, will be among the biggest stars of the 11-day competition for disabled athletes.

Queen Elizabeth II will officially open the Games at the ceremony, which will be also watched by her grandson Prince William and his wife Catherine, an 80,000-strong crowd, and a television audience of millions around the world.

The Paralympic torch -- lit at Stoke Mandeville, the spiritual home of the Games, on Tuesday evening -- made its way to the stadium past London's most famous landmarks, including Trafalgar Square and Piccadilly Circus.

A record 4,200 Paralympic athletes from 165 countries, including for the first time reclusive North Korea, will perform in 20 sports.

There are an unprecedented 2.5 million tickets -- which are expected to sell out for the first time -- and the International Paralympic Committee predicts that more than four billion people will watch the Games on television.

Organisers believe much of the interest comes after a successful Olympics for British athletes, which saw the host nation finish third in the overall medal table behind the United States and China.

Britain is considered the "spiritual home" of the Paralympics, as the first recognised sports events for athletes with disabilities was held in the southern English village of Stoke Mandeville in 1948.

As the flame was lit in the village on Tuesday, London 2012 chief Sebastian Coe said the Paralympics owed a huge debt to Ludwig Guttmann, the German-Jewish neurologist at Stoke Mandeville hospital who set up the first wheelchair sports tournament there.

"It was that work, that drive and that passion, that created a games that are now the second-largest sporting event in the world," Coe said of Guttmann, who died in 1980.

Shooting is set to provide the first gold of the Games on Thursday in the women's 10m standing air rifle.

Medals are also up for grabs in the velodrome with the finals of the men and women's individual pursuit, in four weight categories in judo at the ExCel Arena and at the Aquatics Centre, where 15 swimming finals are to be held.

The showpiece athletics programme gets under way on Friday with the spotlight on Pistorius, who is seeking to defend his 100m, 200m and 400m titles from Beijing four years ago.

But Pistorius, dubbed the "Blade Runner" because he runs on carbon fibre blades, has played down expectations of repeating the treble, with world-record holder Jonnie Peacock and world champion Jerome Singleton likely to feature in the 100m final.

"It's important to note that I haven't run a 100m personal best in five years," Pistorius told a press conference, adding that he would "be happy" with a medal of any colour in the blue riband sprint.

Four ways to be more green at home | Main Line Real Estate Blog

It doesn?t take much effort to run your household in a more eco-friendly way. You might even be surprised by how much money you can save.

?A small change can make a big difference,? says Charles Valinotti, senior vice president of insurer QBE. His company recently implemented a series of small environmental changes and the savings are adding up. ?These are changes anyone could make in their own home. We just did it on a larger scale.?

Here are four simple green changes inspired by QBE that could benefit any homeowner:

1. Recycle ? and not just the obvious stuff.
Chances are, you?re already recycling glass bottles and aluminum cans. But why stop there? Consider recycling before you throw anything away. You might also consider collecting aluminum cans and bringing them to your local recycling facility where you may get some cash for your efforts.

QBE?s Sun Prairie, Wis. office recycles electrical wire, cabinets, shelving, scrap metals and light fixtures. In two years, not only did the company collect $4,000 for non-traditional recyclables, it also avoided fees for disposing of them.

2. Switch to high-efficiency lighting.
For years we?ve heard that high-efficiency lighting is the way to go. But did you know the magnitude of difference this one change could make? EnergyStar reports that each compact florescent light bulb can save up to $40 in energy costs over its lifetime.

In March 2010 QBE?s Bellevue, Wash., site converted from halogen to fluorescent light fixtures in its parking garage. This one change is saving 378,554 kilowatt hours per year in electrical usage, totaling $26,575 in annual utility expense.

3. When it?s not in use, turn it off.
Moms all over the world can be heard reminding their brood, ?Turn the lights off!? While there?s no doubt it makes sense to turn off lights, some may question when and if a computer should be turned off since it takes a bit more energy to power up than to leave it running.

The U.S. Department of Energy reports that for energy savings and convenience, consider turning off your monitor if you aren?t going to use your computer for more than 20 minutes. Turn off your computer if you?re not going to use it in the next two hours.

Like a lot of people, QBE employees don?t always shut down their computers at the end of the day. Last year, the company began automatic shutdowns at 9 p.m. local time ? saving about $55,000 in energy costs each year. The system gives a prompt 60 minutes prior to the automatic shutdown, allowing employees who are actively working to bypass the shut-off.

4. Paper ? who needs it?
Valinotti suggests that taking baby steps toward a paperless existence can be natural and painless. For example, many homeowners already do their banking online ? so why not also switch to paperless bank statements? Many utilities, credit card companies and municipalities also offer online billing.

By just moving a portion of its monthly reports online, QBE saves 2.5 reams of paper and $11 per day, totaling $2,000 in savings last year.

As you can see, just a few small changes can help you go green ? and help you build financial strength as well.

Google Translate 2.5 (for Android)


Google Translate is great for those occasions when you need a quick translation of a few words or a single sentence, into more than 64 languages.?

But if you're looking something more powerful, say for a trip to a non-English speaking country with unreliable Internet connection, you'll want to invest in a bona fide translator. We've also covered some excellent apps to help you practice a foreign language. Check out our favorites in The Best Language-Learning Software.

Fast, Stable, and Easy to Use
Start by choosing which languages to translate TO and FROM from a drop down list. At the bottom of your screen you'll find one to three icons representing the three input methods (text, voice, or camera), depending on which language you choose. The app translates words and phrases very quickly. It took less than a second, much like Google Translate's Web app, to translate lines like "where's the nearest drug store?" and "how much ?does that scarf cost?" from English into all languages.

This is especially helpful for someone like me who has to drop the occasional English word while speaking in another language (Chinese, in my case). I can just use Google Translate to quickly look up how to say that unknown word. ?

Like most Google apps, Translate is fast and stable. It didn't crash on me once during the week I spent with it.

One Great, One Good, and One Weak Input Method
Google Translate accepts content through text, voice, or image recognition. For text input, you can either type in words or import text messages. It'd be awesome if the app eventually supported email or other text files. Still, text input is the fastest, most reliable way to translate anything with this app.

Voice recognition is a time-saver, though it's not as reliable as text input. Like Google Voice, it accurately translates spoken words when you speak clearly in a quiet room.

I asked some multi-lingual colleagues to give this a spin. One person asked "Como esta usted?" which the app correctly interpreted as "how are you?" in Spanish. Another used a rough German accent (her words) to say "ich verstehe kein deutsch" which the app correctly translated for me as, "I do not understand German." I had a harder time with Mandarin Chinese as it couldn't distinguish 'zuo' (to do_ from 'duo' (more)?the two words rhyme but have slightly different starting sounds.

The optical character recognition (OCR) feature lets you take pictures of text, and then you can use your finger to highlight words to translate. This feature is still rather clumsy. From what I can tell only alphanumeric languages accept OCR input, so you won't find languages like Japanese and Persian.

I tested OCR input at a gelato place with lots of Italian words on the menu. I snapped a picture of a couple inches of the menu, brushed my finger over a couple words?la coppa?and the app recognized the input correctly and translated it as "cup." I had less luck with another phrase?"fior di latte" ? which the app kept translating as "man." The problem with OCR input is that you have to brush a finger over the phrase you want to translate, which I found difficult to do precisely even with my tiny fingers.

Solid Translation App for Casual Needs
Google Translate, updated in early August, is a good app for casual translation requirements, like when you just need to translate a couple words or a short sentence. However the OCR input isn't accurate enough to rely on.

Light from self-luminous tablet computers can affect evening melatonin, delaying sleep

ScienceDaily (Aug. 27, 2012) ? A new study from the Lighting Research Center (LRC) at Rensselaer Polytechnic Institute shows that a two-hour exposure to electronic devices with self-luminous "backlit" displays causes melatonin suppression, which might lead to delayed bedtimes, especially in teens.

The research team, led by Mariana Figueiro, associate professor at Rensselaer and director of the LRC's Light and Health Program, tested the effects of self-luminous tablets on melatonin suppression. In order to simulate typical usage of these devices, 13 individuals used self-luminous tablets to read, play games, and watch movies.

"Our study shows that a two-hour exposure to light from self-luminous electronic displays can suppress melatonin by about 22 percent. Stimulating the human circadian system to this level may affect sleep in those using the devices prior to bedtime," said Figueiro.

The actual melatonin suppression values after 60 minutes were very similar to those estimated using a predictive model of human circadian phototransduction for one-hour light exposures. "Based on these results, display manufacturers can use our model to determine how their products could affect circadian system regulation," said Figueiro.

The results of this study, together with the LRC predictive model of human circadian phototransduction, could urge manufacturers to design more "circadian-friendly" electronic devices that could either increase or decrease circadian stimulation depending on the time of day -- reducing circadian stimulation in the evening for a better night's sleep, and increasing in the morning to encourage alertness. In the future, manufacturers might be able to use data and predictive models to design tablets for tailored daytime light exposures that minimize symptoms of seasonal affective disorder, and sleep disorders in seniors. Individuals would be able to receive light treatments while playing games or watching movies, making light therapy much more enjoyable than just sitting in front of a light box.

Along with Figueiro, co-authors of the study are LRC Director and Professor Mark S. Rea, LRC Research Specialist Brittany Wood, and LRC Research Nurse Barbara Plitnick.

Melatonin is a hormone produced by the pineal gland at night and under conditions of darkness in both diurnal and nocturnal species. It is a "timing messenger," signaling nighttime information throughout the body. Exposure to light at night, especially short-wavelength light, can slow or even cease nocturnal melatonin production. Suppression of melatonin by light at night resulting in circadian disruption has been implicated in sleep disturbances, increased risk for diabetes and obesity, as well as increased risk for more serious diseases, such as breast cancer, if circadian disruption occurs for many consecutive years, such as in nightshift workers.

"Technology developments have led to bigger and brighter televisions, computer screens, and cell phones," said Wood, who used the study as the basis for her master's thesis. "To produce white light, these electronic devices must emit light at short wavelengths, which makes them potential sources for suppressing or delaying the onset of melatonin in the evening, reducing sleep duration and disrupting sleep. This is particularly worrisome in populations such as young adults and adolescents, who already tend to be night owls."

In the study, the participants were divided into three groups. The first group viewed their tablets through a pair of clear goggles fitted with 470-nm (blue) light from light emitting diodes (LEDs). This was a "true positive" condition because the blue light is known to be a strong stimulus for suppressing melatonin. The second group viewed their tablets through orange-tinted glasses, capable of filtering out the short-wavelength radiation that can suppress melatonin; this was the "dark control" condition. The third group did not wear glasses or goggles. Each tablet was set to full brightness.

In order to accurately record personal light exposures during the experiment, each subject wore a Dimesimeter close to the eye. The Dimesimeter is a small calibrated light meter device developed by the LRC that continuously records circadian light and activity levels."

The research team established that duration of exposure and the distance between the eye and the display, which determines the amount of light reaching the back of the eye, affects melatonin levels. Melatonin suppression after a one-hour exposure to the tablet was not significantly affected. However, after a two-hour exposure there was significant suppression.

The type of task being performed on the tablets also determines how much light is delivered to the cornea and, therefore, the impact on evening melatonin levels. As shown by the team's Dimesimeter measurements, the range of photopic illuminance levels at the cornea from the tablets alone varied from 5 lux, which is not likely to affect melatonin, to over 50 lux, which would result in measurable melatonin suppression after a two-hour exposure. Therefore, before any generalizations can be made, it is important to measure how much light one is receiving from these self-luminous devices.

Until manufacturers develop more "circadian-friendly" electronic devices that increase or decrease light exposure based on time of day, Figueiro has several recommendations to reduce their effects on sleep. "We recommended dimming these devices at night as much as possible in order to minimize melatonin suppression, and limiting the amount of time spent using these devices prior to bedtime."

Today, Health and Human Services (HHS) Secretary Kathleen Sebelius announced the next steps in the Obama administration?s work to help doctors and hospitals use electronic health records.

?The changes we?re announcing today will lead to more coordination of patient care, reduced medical errors, elimination of duplicate screenings and tests and greater patient engagement in their own care,? Secretary Sebelius said.

Under the Health Information Technology for Economic and Clinical Health (HITECH) Act, doctors, health care professionals and hospitals can qualify for Medicare and Medicaid incentive payments when they adopt and meaningfully use certified electronic health record (EHR) technology.

More than 120,000 eligible health care professionals and more than 3,300 hospitals have qualified to participate in the program and receive an incentive payment since it began in January 2011. That exceeds a 100,000 goal set earlier this year.

That includes more than half of all eligible hospitals and critical access hospitals and 1 out of every 5 eligible health care professionals.? The program is divided into three stages:

  • Stage 1 sets the basic functionalities electronic health records must include such as capturing data electronically and providing patients with electronic copies of health information.
  • Stage 2 (which will begin as early as 2014) increases health information exchange between providers and promotes patient engagement by giving patients secure online access to their health information.
  • Stage 3 will continue to expand meaningful use objectives to improve health care outcomes.

Today, HHS? Centers for Medicare & Medicaid Services and HHS? Office of the National Coordinator for Health IT released final requirements for stage 2 that hospitals and health care providers must meet in order to qualify for incentives during the second stage of the program, and criteria that electronic health records must meet to achieve certification.

The requirements announced today:

  • Make clear that stage two of the program will begin as early as 2014. No providers will be required to follow the Stage 2 requirements outlined today before 2014.
  • Outline the certification criteria for the certification of EHR technology, so eligible professionals and hospitals may be assured that the systems they use will work, help them meaningfully use health information technology, and qualify for incentive payments.
  • Modify the certification program to cut red tape and make the certification process more efficient.
  • Allow current ?2011 Edition Certified EHR Technology? to be used until 2014.

The CMS final rule also provides a flexible reporting period for 2014 to give providers sufficient time to adopt or upgrade to the latest EHR technology certified for 2014.

Equality for everyone is something I feel we should all be talking about. Actually, I think it's sad that it needs to be discussed. We shouldn't have to campaign for equality in 2012. Women deserve to earn equal wages and make all decisions regarding to their bodies. Gays should be allowed to marry and have all of the rights and privileges that go with that. These things should be automatic and unconditional. But since they aren't, my vote will go to whoever offers the most fairness and respect on these issues.

Why The Sun may see Prince Harry photo fallout

The British tabloid The Sun became the country's first newspaper to print nude photos of Prince Harry.

The photographs of Prince Harry's naked shenanigans in Las Vegas have been widely published in the US press and abroad. As a result, they can be seen anywhere there's an Internet connection.?

But that still may not keep The Sun out of legal hot water, after the British tabloid printed the photos in its own pages last night.

When the photographs were first published earlier this week by Los Angeles-based gossip website TMZ.com, the royal palace quickly confirmed that the pictures did indeed show Prince Harry. But they also warned the Press Complaints Commission that they would consider any publication of the pictures an intrusion upon the prince's privacy.? As a result, Fleet Street and England's broadcasters ? even while writing up the Las Vegas escapade with typical royal-watching bemusement and enthusiasm ? have toed the line and not shown the photos themselves.?

But The Sun broke ranks today, running one of the candids under the headline "Heir it is!", arguing that the publication of the photos was a matter of public interest in England. "By yesterday, the photographs were indisputably in the public domain everywhere in the world," The Sun's editors explained in an article accompanying the photos.

That generated a legitimate public debate about the behaviour of the man who is third in line to the throne and increasingly taking on official duties, as he did most recently at the Olympics? closing ceremony. ...

But there is a clear public interest in publishing the Harry pictures, in order for the debate around them to be fully informed. The photos have potential implications for the Prince?s image representing Britain around the world.

There are questions over his security during the Las Vegas holiday. Questions as to whether his position in the Army might be affected.

The Guardian reports that Louise Mensch, a Conservative member of Parliament, made a similar argument, saying that "There is a clear, demonstrable public interest: the royal family receives money from the civil list; Prince Harry in inviting people to his room [had] the expectation of privacy so there's questions of judgment and questions of security."

But media lawyer Mark Stephens told the BBC that such arguments don't fly. "There?s absolutely no public interest" in seeing the photo itself.

Under English law, Mr. Stephens said, there is clear legal precedent that "if I can explain to you that there is a picture of the prince bare buck naked in a Las Vegas hotel room... unless there is some compelling reason for you to actually see that picture ... the media cannot publish the picture."

The problem, he said, is that the photos are both very intrusive to the prince's privacy and they convey no additional information needed to understand the situation.

"We know that he is bare buck naked, what more do you want to know?" he asked rhetorically. "You don?t need to see the picture."

When the BBC interviewer suggested that the photos raised issues of the royals' public funding and security, Mr. Stephens replied that "You can deal with all of those things, if indeed they are public interest ? by telling me what you?ve just told me," meaning that Harry appeared in the photo naked. "You don?t need to see the picture."

Such reasoning suggests that the palace's prompt acknowledgement that the photos pictured Harry was a way to remove them quickly from the public's view. Had Harry's identity been up for debate, the press would have a strong legal argument that the public needed to see the photos to determine whether the prince was indeed pictured.? By acknowledging that it was Harry, the palace headed off such arguments.

Some argue that the ubiquity of the photographs abroad and online may make the royals' efforts to dissuade their publication seem silly. But in a legal sense, the photos' ready availability elsewhere is not likely to affect whether their publication is an invasion of Harry's privacy. Rather, it would likely only affect what damages that The Sun might be required to pay if found liable. By publishing photos already so widely seen, The Sun could argue that their publication's relative harm to the prince was minimal.
