Philippines, Singapore off US trafficking watchlist (AFP)

WASHINGTON (AFP) ? The United States on Monday removed the Philippines and Singapore from a human trafficking watchlist that drew concerns from the close allies, but it reported persistent abuses around Asia.

The State Department's annual Trafficking in Persons Report has become increasingly sensitive for Southeast Asian governments, which face a cutoff of US assistance if they are found to be unresponsive in fighting trafficking.

The latest report elevated the Philippines, Singapore and Laos off the watchlist to so-called Tier 2, which means that the countries do not fully meet standards on human trafficking but are making efforts to do so.

Indonesia and Cambodia stayed at Tier 2, but Brunei, Malaysia, Thailand and Vietnam stayed on the watchlist. The only Asian jurisdictions on Tier 1, meaning full compliance, were South Korea and Taiwan.

Releasing the report, the State Department said that millions of people around the world remained trapped in modern-day slavery for sexual exploitation or labor and called on governments around the world to take action.

The report "embodies the United States' continued dedication to fighting traffickers no matter where they may be, because fighting slavery and standing up for human rights is part of our national identity," Secretary of State Hillary Clinton wrote in a forward to the report.

But US allies have sometimes responded indignantly. Singapore last year lashed out at being put on the watchlist and urged the United States -- which again this year listed itself as Tier 1 -- to examine its own record, including the treatment of its millions of illegal residents.

In the Philippines, President Benigno Aquino took the unusual step of announcing in April that his country was off the watchlist, leading US officials to clarify that no decision had yet been made.

In Monday's report, the State Department praised an "intensified effort" by the Philippines. It said the Philippines convicted 25 trafficking offenders, compared with nine the previous year, including first-ever convictions for forced labor.

Elsewhere in Asia, the State Department removed Sri Lanka and Fiji from its watchlist. It praised Sri Lanka -- often on the receiving end of criticism over human rights -- for its first convictions under an anti-trafficking law on the island, which is a major source of workers to abuse-prone Arab countries.

On the other hand, the United States downgraded the Federated States of Micronesia to Tier 3, meaning that some assistance will be suspended to the nation of more than 600 islands that is closely linked to the United States.

The report said that Micronesian traffickers have forced women into prostitution in the United States with promises of well-paying jobs.

The State Department said that Micronesian waters are seen as easy for traffickers but that no figures are available as the government has not conducted any investigations into the problem.

Myanmar, North Korea and Papua New Guinea remained at Tier 3. In a change that begins next year, countries that stay on the watchlist for two consecutive years automatically will drop to Tier 3, causing a cutoff in aid.

Jury weighs first US foreign bribe sting case (AP)

WASHINGTON ? Jurors have seen grenade launchers, M4 rifles and secretly recorded videos of military suppliers working on a deal to funnel money to an official of an African nation they wanted to buy their weapons.

Now, after a six-week trial, the 12 jurors in federal court here are deliberating the guilt or innocence of the businessmen arrested in the first undercover sting operation designed to enforce a 1977 law against foreign bribery.

Enacted during the Watergate era, the Foreign Corrupt Practices Act had fallen into infrequent use. But enforcement has ballooned since the last years of the George W. Bush administration, as more companies do business abroad and senior corporate officials have had to certify financial statements under laws passed in response to corporate accounting scandals.

The four men on trial are among 22 businessmen charged in a sweeping investigation, most of them arrested last year as they were gathering for a trade show in Las Vegas where they anticipated picking up checks for their military hardware from Gabon's defense minister.

But no officials from the central African nation were really involved in the deal. Instead, it was brokered by undercover FBI agents and a cooperator from the industry who helped persuade his colleagues to sign onto the deal that would land them under indictment.

The sting produced the largest group of individuals ever charged for FCPA-related violations and is part of an increase in prosecutions that began in the Bush administration and has grown under the Obama administration. In 2004-05, the Justice Department charged seven people under the law and collected more than $27 million in criminal fines. In 2009 and 2010, the department charged more than 50 people and collected nearly $2 billion.

Although Securities and Exchange Commission investigations in the mid-1970s led to the law, Justice officials say bribery is still an issue today and have about 15 lawyers committed to prosecuting violations. They cite World Bank estimates that more than $1 trillion in bribes are paid each year, or roughly 3 percent of the world economy.

"When U.S. businesspersons, foreign executives and even foreign officials know that they risk liability under the FCPA and related statutes, behavior changes," Assistant Attorney General Lanny Breuer said in a speech last month to the World Bank. "In addition to motivating U.S. and foreign corporations to change the way they do business ? something that I believe is already happening ? the threat of liability can help corporations resist corrupt demands from foreign officials, which can lead the officials themselves to alter their practices."

The department's recent prosecutions have covered bribery across the globe, including Latin America, Africa and the Middle East, and the defendants have included corporations as well-known as Daimler AG, BAE, Siemens and Johnson and Johnson. The Houston-based firm Kellogg Brown & Root pleaded guilty to a decade-long scheme to bribe a range of Nigerian officials to get contracts worth more than $6 billion to build liquefied natural gas facilities.

In May, the department got the first-ever jury conviction against a corporation in an FCPA case ? previous corporate prosecutions had ended in agreements to plead guilty. Azusa, Calif.-based electrical utility supplier Lindsey Manufacturing, two of its executives and a broker were convicted of scheming to bribe officials at Mexico's state-owned utility company. Prosecutors said the bribes included a Ferrari Spyder sports car worth nearly $300,000, a $1.8 million yacht and payments of more than $170,000 toward one official's credit card bills.

In the case before the Washington jury, the FBI's first use of an undercover sting to enforce the act has become the heart of the defense case. Defense attorneys have been critical of the FBI's reliance on the informant, Richard Bistrong, an executive of a Florida body armor company with a checkered past. Prosecutors acknowledged he was a criminal and a "scoundrel."

Defense attorneys have labeled Bistrong a sociopathic liar with a devious mind and a history of bribery, embezzlement, tax evasion, drug use and solicitation of prostitutes. They say he was able to persuade federal agents to let him plead guilty to a single bribery count for more than $4.4 million in bribes to officials at the United Nations and overseas.

Bistrong lured the defendants to a Florida hotel room in May 2009 to meet a broker and offer them a chance to be part of a $15 million deal to outfit Gabon's presidential guard from head to toe in new gear. The catch was that they would have to prepare two invoices ? one written out to the broker for the real value of the deal and the other written out to the Gabonese government with a 20 percent commission added for the broker and the defense minister. The black-and-white hidden camera footage shown in court recorded Bistrong repeatedly stressing that half the 20 percent commission ? or $1.5 million ? would go to the defense minister.

But defense attorneys say he never used words like "bribe" or "kickback" to make clear the payment was illegal. Their clients each could face sentences of up to 10 to 15 years if convicted.

"They used a gotcha technique," defense lawyer Matthew Menchel told jurors in closing arguments. "It's not enough to use innocent sounding words and say, `Hey, everybody should know this is against the law.'"

Prosecutor Laura Perkins said the investigators relied on Bistrong to help build their case because people won't openly discuss such corrupt deals with outsiders they don't know. She said the defendants clearly knew that sending $1.5 million in public money to line a defense minister's pocket was wrong.

"The word is not what makes it wrong," she told jurors. "It is the payment itself regardless of what you call it."

The defendants and the positions they held during the sting are:

_Briton Pankesh Patel of Quartermaster's Ltd., a company based in the United Kingdom that sells military and law enforcement uniforms.

_John Benson Wier III of St. Petersburg, Fla., president of SRT Supply Inc., which sells tactical and ballistic equipment.

_Andrew Bigelow of University Park, Fla., managing partner and director of government programs for Heavy Metal Armory, which sells machine guns, grenade launchers and other firearms.

_Lee Tolleson of Mountain Home, Ark., director of acquisitions and logistics for ALS Technologies, a company that sells law-enforcement and military equipment.

U.S. District Judge Richard Leon has divided the defendants in the sting case into four groups for trial, with the other three groups yet to face a jury. Four other defendants have pleaded guilty.

Yet Neuberger consistently made money by selling them short.? His instincts were better than any computer could ever generate.? Similarly, you will never find the best innovative chess moves generated by a computer.? Despite what you may have heard, human creativity is far superior to any computer.? Computers may win against most human players, because they have no psychological weaknesses or time constraints.? But a computer?s reliance on number crunching over real insight means it will never be the best chess player in the world.

At this point, you may be asking what this has to do with binary option investing.? Well, my point is that technology ? based as it is on information technology ? is no longer a growth industry.? Technology shares on average are priced at a fraction of their 2000 highs.? The fact that technology companies aren?t spending money on R&D tells you they have little hope of making new innovations.

Syrian army 'widens border sweep'

Syria's military has moved into a village near the border with Turkey and another near the boundary with Lebanon, activists say.

Hundreds of Syrians, some with gunshot wounds, have fled into Lebanon, according to reports.

Disturbances were also reported as funerals were held for about 20 people estimated killed in protests on Friday.

Syrian dissidents plan a conference in the capital, Damascus, on Monday to discuss how to resolve the crisis.

The rebellion against the regime of Syrian President Bashar al-Assad has gone on for more than three months and is estimated to have left more than 1,300 protesters dead.

The village of Najia, near the border with Turkey, is the latest to have Syrian army troops and tanks move in, activists say.

Najia is near Jisr al-Shughour, the town where the government said earlier this month that 120 security personnel had been killed. Jisr al-Shughour has already been seized by the army.

The official Syrian news agency said the troops had completed their sweep of border villages without any shots being fired.

The latest operation comes days after the army took the village of Khirbet al-Jouz, which is also close to the Turkish border.

So far nearly 12,000 people from the region have fled into Turkey.

The Turkish authorities have been building a tent city on its border with Syria to shelter the arrivals.

They show no sign of readiness to come back, despite promises from the Syrian authorities that the situation is stable and there will be no retribution.

Further south, near the border with Lebanon, activists said the town of Qusair was attacked by security forces and the irregular pro-regime militia after a big demonstration there on Friday.

They said tanks moved in and many local people were detained.

Funerals have been held for about 20 people reported killed in protests on Friday.

Footage posted online by activists appeared to show dozens of mourners in a procession for three of the dead in the Damascus suburb of Kaswa shouting "God is great" and "Bashar, get out".

Residents in the Damascus neighbourhood of Barzeh say a number of people have been arrested there and a curfew imposed, following unrest after Friday prayers.

A Syrian with relatives in Barzeh told the BBC that one dead protester had been used for propaganda purposes by the Syrian security forces.

They had put a gun in his hand and filmed him so that he could be depicted as a gunman on state television, he said.

President Assad has blamed gunmen for the violence.

Scores of dissidents and intellectuals critical of the regime are planning to hold a conference in Damascus on Monday, for the first time since the uprising began in March.

They say the authorities have not banned the one-day gathering.

The BBC's Jim Muir in Beirut says that if the meeting goes ahead, it could be a sign of greater tolerance of dissent from a regime that says it is preparing comprehensive reforms.

President Assad ordered a general amnesty on Tuesday in a bid to quell the ongoing unrest, a day after offering a "national dialogue".

Students will not be allowed to enter teacher training in England if they fail basic numeracy and literacy tests three times, under tougher rules to raise teaching standards.

At present students are allowed to take unlimited re-sits while they train.

The Department for Education said one in 10 trainees takes the numeracy test more than three times, while the figure is one in 14 for the literacy test.

The National Union of Teachers said it considered the tests "superfluous".

The aim is to improve the standard of students entering teaching.

From September 2012, candidates will have to pass the assessments before they are permitted to begin their training courses.

The tests are the same for both primary and secondary school teacher trainees, who must also have achieved a grade C or above in GCSE maths and English.

The numeracy tests cover reading graphs and tables, as well as mental arithmetic questions including percentages and fractions.

Grammar, punctuation, spelling and comprehension are covered in the literacy tests.

The government is expected to publish details on Monday of changes to teacher training.

Education Secretary Michael Gove said the proposals would "emphasise our commitment to boosting the status of the profession by toughening up the recruitment process and ensuring that all new teachers have a real depth of knowledge in their subject".

But the NUT said candidates who needed several resits to pass the tests were dyslexic, had English as an additional language, or were less familiar with the on-line testing system.

"The NUT has always argued that the entry requirements for initial teacher education, which include GCSE passes grade C or above in English and maths, should be sufficient and make the additional skills tests superfluous," said General Secretary Christine Blower.

The National Association of Head Teachers said it was right to have "demanding expectations" of recruits to the profession.

But the union's general secretary, Russell Hobby, said: "We should not fall into the trap of thinking, however, that academic excellence necessarily makes someone a great teacher. We want smart people, but we also want visionary, caring, energetic, creative and thoughtful people."

And he warned that pay levels and cuts to pensions were deterrents to new entrants.

The Department for Education has already said that training bursaries, available for sciences, maths and languages, will only be available for candidates who have a 2.2 degree or above.

It also plans to develop a network of "teaching schools", which will focus on training teachers, in conjunction with universities, as well as professional development for more experienced staff.

The first 100 are due to launch in September 2011, with another 400 expected in the following three years, the DfE said.

Congressional Republicans last week pulled out of debt reduction talks led by Vice President Joe Biden citing their opposition to any tax increases being included in a final plan. House Speaker John Boehner warned of ?job killing tax hikes.? White House spokesman Jay Carney countered that ?millionaires and billionaires and special interests? should have to contribute to cutting the deficit.

On Monday, President Obama is slated to meet separately with Senate Majority Leader Harry Reid (D) of Nevada and with Minority Leader Mitch McConnell (R) of Kentucky to try and restart the talks. So it is not surprising that the Saturday addresses from both parties continued the on-going debate about government fiscal policy.

President Obama?s address was recorded Friday during his trip to Carnegie Mellon University?s Robotics Institute in Pittsburgh. Speaking in front of a display of robots used to find leaks and breaks in water and sewer pipes, Obama said ?advanced manufacturing can help spur job creation and economic growth across the country.?

His remarks on the debt ceiling debate ? and related efforts to trim the massive federal budget deficit ? were pointed.

?I am committed to working with members of both parties to cut our deficits and debt,? the president said. But he added, ?We can?t simply cut our way to prosperity.?

Rep. Renee Ellmers of North Carolina gave the Republican response, criticizing the Obama administration for wanting to raise taxes. Ellmers, who owns a small medical practice with her husband, accused the Obama administration of wanting to "stay the course, keep spending money we don't have, and raise your taxes ? all in the name of 'stimulus.'"

She added that ?The job creators we hear from, they don?t have their hand out. They don?t want a bailout. All they ask us to do is get government out of the way.?

The economy?s continuing weakness remains a major concern for the Obama administration.

Weak economic growth, high unemployment, and a lagging housing sector are major factors in the president?s poor approval ratings. The latest Real Clear Politics average of major polls shows 47.7 percent of Americans approve of the job President Obama is doing while 47 percent disapprove. An approval rating under 50 percent generally indicates tough re-election prospects for an incumbent.

The war of words over economic policy will continue Saturday evening when Vice President Biden speaks at the Ohio Democratic Party?s annual state dinner. Biden has been a frequent defender of the administration?s economic policies, speaking of the economic challenges his family faced when he was a boy.

?He obviously has deep, deep roots in the industrial Midwest running from Pennsylvania right across and he?ll be very valuable there,? the Associated Press quoted Obama strategist David Axelrod as saying in Chicago last week.

Drivers catch a break as gasoline prices fall (AP)

NEW YORK ? A summer road trip may not be such a bad idea after all.

Gasoline prices are falling fast. In the past 7 weeks, the average U.S. retail prices has dropped 38 cents to $3.60 per gallon. Another 25-cent drop is expected by mid-July.

When prices approached $4 in early May, drivers were worried that $5 gasoline was a possibility this summer. But since then, oil prices have collapsed, the result of slowing economic growth in developed countries, weaker demand for oil and gas and this week's decision by the U.S. and other countries to release 60 million barrels of oil from strategic reserves. Economists say falling prices will benefit consumers by leaving money in their wallets, and making them feel freer to spend on travel, shopping and dining.

Ron Meyers, 51, a handyman from Little Rock, Ark., was doubtful that he could afford the drive to visit family in Pennsylvania. Now, thanks to cheaper gas, the trip is on. And he plans on seeing a few more summer movies, too.

"You can go out and have a good time, and have a little money left in your pocket," he said.

Economists say that while, for instance, a 25-cent-per-gallon drop only saves the typical driver $12.50 per month, it has a huge effect both on the economy as a whole and on the psychology of consumers.

Naveen Agarwal, who helps small businesses and car companies manage fuel costs as CEO of Pricelock, in Redwood City, Calif, said he expects drivers will travel farther distances this summer than originally planned. And they'll spend as they go.

"They'll be a little bit more liberal about their consumption instead of just having a barbeque in their back yard," Agarwal said.

Instead of thinking of ways to cut back, the Dykstra family of Orange City, Iowa, will now be able to spend a little more on meals and souvenirs when it visits Chicago.

"We actually budgeted for $5 a gallon," Mark Dykstra, 46, a supermarket assistant manager who will be travelling with his three teenage children, said earlier this week.

For the first five months of the year, gasoline prices went in one direction: up. Growing economies, especially in Asia, burned more gasoline, diesel and jet fuel. Turmoil in the Middle East and North Africa prevented oil from reaching the market and scared oil traders into bidding prices higher.

Oil peaked at $114 per barrel in April. It's now at $91 per barrel after a 2 percent drop this week.

Energy economists and Wall Street investment bankers caution that oil is likely to rise above $100 again next year, particularly if oil producers struggle to meet rising global demand. Hurricanes in the Gulf of Mexico or further unrest in the Middle East could also boost prices.

Agarwal expects gasoline prices will return to a range of $3.50 to $3.75 per gallon by the end of the year. Goldman Sachs and other investment banks predict oil will rebound next year to levels that would push gasoline above $4 for the first time since 2008.

"If you're asking whether gasoline could be $3.50 or higher forever, the answer is yes," said oil analyst Andrew Lipow. "People will have to make some adjustments."

Adzi Vokhiwa, 22, of Acworth, Ga., is relieved by the price drop, but skeptical. "It almost doesn't matter because I know (prices) are going to go back up again," she said.

She commutes 60 miles a day from her home in Acworth, Ga. to her job in downtown Atlanta. Twice a week she puts $40 worth of gasoline into her Kia Soul, and has asked her boss to change her schedule so she can carpool a couple of days a week.

High gasoline prices have made it tougher for Vokhiwa to save for graduate school. But for now, at least, she says she'll have a little more money to put towards that goal.

Randy Herring, 46, of Montpelier, Vt. had been borrowing his wife's Subaru Legacy instead of driving his Chevy Tahoe SUV and he had even contemplated pulling out his bicycle. Now he's employing a strategy to capitalize on the falling prices. He's started to give the Tahoe the equivalent of a sip of gasoline every so often so he doesn't miss out on the coming savings.

"Whatever I need for the week, and that's it," Herring said.
